In committal proceedings for extradition, statements in English made by a non-English speaker had to be accompanied by a signature to a document written in his own language coupled with an attested translation of his signed affidavit into English. A person whose extradition was sought should be treated as a person accused rather than autrefois convict where he had been convicted in his absence but where that conviction would be set aside on his return.
