A bill of indictment was “preferred” for the purposes of the Prosecution of Offences (Custody Time Limits) Regulations 1987 reg.5 where it was presented to the court with the intention that it would be scrutinised by “the proper officer of the court” to see whether the requirements of the Administration of Justice (Miscellaneous Provisions) Act 1933 s.2(2) had been complied with.
